ELK GROVE The city took a pivotal step toward southward expansion Wednesday, filing a formal application with the Sacramento Local Agency Formation Commission.
The document seeks to amend the city's sphere of influence its probable area of growth to add about 10,500 acres south of the city at Kammerer and Grant Line roads.
South of Grant Line Road, it would extend to the Cosumnes River, but development would be banned in the 100-year floodplain, it says.
South of Kammerer Road, the sphere would extend to Eschinger Road.
The effort has generated opposition from residents in Wilton, a rural community south of the Cosumnes River.
Bill Kutzer, spokesman for the Wilton Action Group, said members oppose Elk Grove's plans to add the floodplain, saying it should remain under Sacramento County protection.
