FOUNDATION RESEARCHERS CITE POLLS INDICATING THE STATE'S CURRENT PERCENTAGE OF LIKELY VOTERS IS WHITER AND WEALTHIER THAN THE STATE'S TOTAL POPULATION OF ELIGIBLE VOTERS.

THE JAMES IRVINE FOUNDATION HAS BEEN STUDYING WHICH VOTER MOBILIZATION STRATEGIES HAVE WORKED BEST SINCE 2006. AS PART OF THE CALIFORNIA VOTES INITIATIVE, NINE ORGANIZATIONS CONTACTED MORE THAN 80 THOUSAND ETHNIC MINORITY AND LOWER-INCOME VOTERS IN THE SAN JOAQUIN VALLEY, AND THE COUNTIES OF LOS ANGELES, ORANGE, RIVERSIDE AND SAN BERNARDINO. THE RESEARCHERS DETERMINED THAT DOOR-TO-DOOR VISITS INCREASED VOTER TURNOUT BY SEVEN PERCENT IN SOUTH LOS ANGELES. IN RIVERSIDE COUNTY, A COMMUNITY ORGANIZATION MADE DOOR-TO-DOOR VISITS FOR 25 YEARS, AND SAYS VOTER TURNOUT INCREASED FROM ELEVEN TO 54 PERCENT.
