More than one in five Californians under 65 went without health insurance for at least part of 2006, new census figures show. The proportion of uninsured varies sharply by county and region. Areas that have the most residents just above the poverty line -- the poor often get public health coverage -- tend to have the highest rates of uninsured residents, experts say. Placer County has the lowest rate of uninsured in the state, while Sutter and Yolo struggle above the state average.
