Map: Debt burden grows for cities, counties

From 2004 to 2008, local governments in the Sacramento region sold $15.5 billion in bonds -- about $3 billion, on average each year. That's more than double the average for each of the preceding 15 years. As a result, local governments have experienced a sharp increase in annual debt payments and total outstanding debt.

This map shows the debt owed by each large city and county in the region, color-coded by the amount they spent per resident last year on debt service.
