Gov. Arnold Schwarzenegger on Friday proposed eliminating funding for CalWORKS, the state's welfare system, as a way to help close the state's budget gap. Most CalWORKS recipients are children -- roughly 1.1 million kids under 18 are supported by welfare. The cuts would affect some counties much more than others. The Central Valley, for instance, has a particularly high number of children on welfare.
