Gov. Jerry Brown addresses the California Chamber of Commerce on Thursday morning. "We are at a critical moment in the next 10 days" on the state budget, he told more than 1,000 people at the annual Host Breakfast in Sacramento. "There's compromises and discussion going on." The constitutional deadline for a state budget is June 15; and Controller John Chiang said in a written statement Thursday that he would enforce Proposition 25 and withhold lawmakers' pay if a budget is not passed by then.
