Now that we've had time to digest Gov. Jerry Brown's hastily-unveiled 2012-13 budget proposal summary, we've boiled down the full list of changes he's suggesting to streamline state government:

Agency restructuring: • Eliminates the California Volunteer Agency and shifts its programs into the Office of Planning and Research.

• Eliminates the cabinet status of the California Emergency Management Agency and makes it an office that reports directly to the governor.

• Eliminates the California Technology Agency and places its functions under the new Government Operations Agency.

• Establishes a new Business and Consumer Services Agency which will oversee: Consumer Affairs Housing and Community Development Fair Employment and Housing Alcoholic Beverage Control Department of Business Oversight (new)

• Sets up a new Government Operations Agency that includes: Department of Revenue (new) Department of General Services Department of Human Resources Department of Technology Office of Administrative Law Public Employees' Retirement System State Teachers' Retirement System State Personnel Board Government Claims Board

• A new Transportation Agency will cover: Department of Transportation Department of Motor Vehicles High-Speed Rail Authority Highway Patrol California Transportation Commission Board of Pilot Commissioners

Department, board, commission and program eliminations and consolidations • Combines the revenue functions of the Employment Development Department and the Franchise Tax Board into a new Department of Revenue.

• Eliminates the Department of Mental Health and the Department of Alcohol and Drug Programs and splits their duties among: Department of Health Care Department of Public Health Department of Social Services California Department of Education Office of Statewide Health Planning and Development Mental Health Services Oversight and Accountability Commission

• Merges the Department of Corporations and the Department of Financial Institutions into a new Department of Business Oversight.

• Consolidates the following programs into the Governor's Office of Business and Economic Development: The Infrastructure Bank The Film and Tourism commissions The Small Business Centers The Small Business Guarantee Loan Program

• Moves the functions of the California Housing Finance Agency into the Department of Housing and Community Development.

• Eliminates the Office of Traffic Safety and transfers its work to the Department of Motor Vehicles.

• Eliminates the 9-1-1 Advisory Board.

• Eliminates the Technology Services Board and shifts its Office of Technology budget and rate oversight to the Department of Finance.

• Eliminates the Electronic Funds Transfer Task Force.

• Eliminates the Unemployment Insurance Appeals Board.

• Eliminates the Department of Real Estate and the Office of Real Estate Appraisers and puts their functions in the Department of Consumer Affairs.

• Places the Structural Pest Control Board and the Board of Chiropractic Examiners under the Department of Consumer Affairs.

• Eliminates the Fair Employment and Housing Commission and moves its functions to the Department of Fair Employment and Housing. • Eliminates the Commission on the Status of Women.

• Eliminates the Occupational Safety and Health Standards Board and moves its work into the Department of Industrial Relations.

• Eliminates the Office of Privacy Protection.

• Combines the California Law Revision Commission and the Commission on Uniform State Laws.

• Eliminates the Governor's Emergency Operations Executive Council (although it can be reconvened as events warrant.)

• Eliminates the Public Safety Radio Strategic Planning Committee.

• Eliminates the Division of Labor Statistics and Research and splits its work between the Division of Occupational Safety and Health and the Division of Labor Standards Enforcement.

• Eliminates the Governor's Mentorship Program.

• Moves the support, investigatory and compliance functions of the Gambling Control Commission to the Department of Justice.

• Combines the California State Summer School for the Arts with the California Arts Council.

• Eliminates Vocational Education Supplemental Leadership programs.

• Eliminates non-Proposition 98 money for Indian Education Centers.

• Eliminates the Managed Risk Insurance Board and shifts its functions to the Department of Health Care Services.

• Eliminates the Rehabilitation Appeals Board in favor of "independent hearing officers."

• Creates a new Office of Health Equity and then consolidates the following into it: The Department of Health Care Services' Office of Women's Health The Department of Public Health's (DPH's) Office of Multicultural Health The Health in All Policies Task Force The Health Places Team The Department of Mental Health's Office of Multicultural Services

• Transfers the Department of Resources, Recycling and Recovery from the Natural Resources Agency to the California Environmental Protection Agency.

• Eliminates the Department of Boating and Waterways and transfers its work to the Department of Parks and Recreation.

• Reduces the number of regional water boards from nine to eight and the number of members on each board from nine to seven. (Note: The budget summary contains a typo that incorrectly indicates two boards will be merged, according to Department of Finance spokesman H.D. Palmer. Just one, the Colorado River Board, will be eliminated.)

• Consolidates the Colorado River Board within the Natural Resources Agency.

• Eliminates the State Geology and Mining Board and splitting its responsibilities between Office of Administrative Hearings the Department of Conservation's Office of Mine Reclamation.

• Eliminates the following advisory groups within the Department of Fish and Game: The Salton Sea Restoration Council The California Advisory Committee on Salmon and Steelhead Trout The Commercial Salmon Review Board The State Interagency Oil Spill Committee The State Interagency Oil Spill Review Subcommittee The Abalone Advisory Committee

• Eliminates six Department of Toxic Substances Control programs: Expedited Remedial Action Program Private Site Management Program California Land Environmental Restoration and Reuse Act Program Hazardous Waste and Border Zone Property Designations Abandoned Site Assessment Program Registered Environmental Assessor Program

• Eliminates the Watershed Coordinator Initiative Program
