A parolee led officers from three police agencies on a high-speed chase this morning that ended in Sacramento when the suspected carjacker pulled over and surrendered on eastbound Interstate 80 at El Camino Avenue, according to Fairfield Police Officer Cleo Mayoral.
Jamaal Storms approached a parked car occupied by three young women about 7:45 a.m. in a commercial strip on North Texas Street in Fairfield, pounded on the driver's window and yelled at the women to get out of the car, Mayoral said.
Storms kicked in the window and reached in and unlocked the door while the three women were jumping out of the vehicle through the right rear door, the officer said. Storms then drove the white 2005 Toyota Carolla north on North Texas, and a bulletin was broadcast on the vehicle.
Less than 25 minutes later, an off-duty civilian employee of the Solano County Sheriff's Department who heard the bulletin spotted the car on eastbound I-80 at North Texas and called it in.
Fairfield police and Solano County sheriff's deputies responded and, assisted by Vacaville police, attempted to stop the vehicle at the intersection of 80 and Interstate 505, but the Toyota speeded up and continued eastbound on 80.
At this point, the Caliornia Highway Patrol joined Fairfield and Solano County officers in a 30-minute pursuit at speeds up to 80 miles per hour. At times, the Toyota would slow down, then speed up when officers got close, Mayoral said.
The 27-year-old Storms, a Fairfield resident, was arrested without incident in Sacramento and the three occupants who abandoned the car were brought to the scene of the stop and identified him as the carjacker, Mayoral reported.
Later, the officer said, Storms also was identified by a woman he had approached in the same vicinity just before the carjacking. He pounded on her window, but she managed to drive away.
Storms, who was on parole in connection with a drug offense, was transported to Fairfield and, as of late morning, was being questioned by department detectives, Mayoral said. He is expected to be booked on charges of carjacking, attempted carjacking, felony evasion of police officers and parole violation, the officer added.
