Telegraph Avenue, its days as the focal point of Berkeley's counterculture movement long past, has fallen on hard times marked by panhandlers, vacant lots and empty storefronts. City officials and business owners hope for a resurgence that will bring people back to the famed street near the UC Berkeley campus.
