A West Sacramento man convicted of robbing and killing a 68-year-old amputee in 1981 will remain in prison after Gov. Jerry Brown reversed a Board of Parole Hearings decision granting him parole.
The Yolo County District Attorney's Office on Friday announced the governor's decision in the case of Roger Moore.
On March 6, 1981, Moore and Charles Williams robbed and beat to death Paul Ward, an amputee who used a wheelchair. Ward's partially clothed body was later found in a West Sacramento parking lot.
A Yolo County Superior Court judge sentenced Moore to life in prison for murder and robbery after a jury trial.
In April, the Board of Parole Hearings found Moore suitable for parole and scheduled a tentative release date from state prison.
The Yolo County District Attorney's Office challenged the board's decision to release Moore, citing his lack of insight into why he committed the crime, his mental illness and lack of quality parole plans.
Brown in his decision cited those concerns in concluding that Moore currently would pose a danger to society if released from prison.
