Police have taken a special interest in Cesar E. Chavez Plaza, said Capt. Ken Bernard, who commands the Sacramento Police Department's revised central division. He said probationers and parolees who loiter there pose a threat to safety, and his team regularly makes arrests for such offenses as drug use, drinking, public intoxication and, as above, for trespassing.
