The World Anti-Doping Agency wants to double suspensions for all doping cheats from two to four years.

The proposal is included in a new draft code that will be reviewed in December and could be approved next year, although it would not actually take effect until 2015.

WADA President John Fahey presented a draft of the 2015 code to the organization's foundation board in Montreal on Sunday, a day after its executive committee discussed the need to make changes in order to step up the doping fight.

"It is clear from the number of submissions we received that there is a strong desire in the world of sport, from governments and within the anti-doping community, to strengthen the sanction," Fahey said in a statement. "This second draft has done that, doubling the length of suspension for serious offenders and widening the scope for anti-doping organizations to impose lifetime bans."

Czechs edge Spain for Davis Cup title

It's a job for two when the Czechs win Davis Cup finals.

Tomas Berdych and Radek Stepanek gave the Czech Republic the title for the first time as an independent nation by beating Spain 3-2 in the final in Prague. Each spent about 10 grueling hours on court, playing the opening singles, teaming up for the doubles and then completing the reverse singles.

Ivan Lendl and Tomas Smid did the same when Czechoslovakia defeated Italy 4-1 in the 1980 final.

"They've been our inspiration, our idols. They're the legends, and now we're joining them," Stepanek said after clinching the title with a 6-4, 7-6 (0), 3-6, 6-3 upset victory over Nicolas Almagro in the last reverse singles.

Houston, L.A. advance to MLS Cup

The Houston Dynamo advanced to its second straight MLS Cup final and fourth in seven years, tying D.C. United 1-1 in Washington, D.C., for a 4-2 aggregate win in the Eastern Conference final.

Boniek Garcia scored in the 33rd minute for the Dynamo, which will play at the Los Angeles Galaxy in the final on Dec. 1. The Galaxy, which beat Houston 1-0 in last year's final, advanced 4-2 on aggregate after Sunday night's 2-1 loss at Seattle in the second leg in their home-and-home, total-goals series with the Sounders.

Ex-Hornet helps team reach Grey Cup

Former Sacramento State star Ricky Ray threw for 399 yards, and the visiting Toronto Argonauts beat the Montreal Alouettes 27-20 in the Canadian Football League East Division final.

The Argonauts reached the CFL championship game for the first time since 2004, when they won their 15th Grey Cup with a victory over British Columbia. They will face West Division champion Calgary next Sunday at Rogers Centre, Toronto's home field.

Ray threw a touchdown pass to Dontrelle Inman, and Chad Kackert scored on a long run.
