Re "Tom McClintock" (Online letters, Jan. 4): Beverly Moreno of Roseville faults my vote against HR 41, that props up the National Flood Insurance Program in the wake of Hurricane Sandy.
If she had referred to my House web site, she would have found a full explanation for my vote. As a general principle, I object to forcing families who prudently choose not to live in flood plains from paying for the flood insurance premiums of others who have freely chosen to accept such risks. This policy very effectively and dangerously and expensively entices people into flood plains at their peril. However, to the extent the NFIP is already obligated to Sandy victims, I made clear I would support appropriating funds honestly, rather than using the off-budget accounting gimmickry in this bill that spends money while pretending we havent.
