    Inauguration buzz hasn't changed much over the years, and it's perfectly polite to talk both politics and weather, because weather has definitely been a player. At Ulysses S. Grant's 1873 ball, held in a temporary shelter in 16-degree weather, visitors shivered and the food froze.
