Re "To repair government, look beyond Prop. 13" (Forum, Jan. 20): Author Joe Mathews states that Proposition 13 was not about tax rates. I was astounded by this, as I was a homeowner long before 1978. It was all about the rising property tax rates.
Before Proposition 13 was passed, what I was paying in property taxes was becoming more than my mortgage payments. Without Proposition 13, a great many people would not have been able to afford their homes.
Local politicians were raising property taxes at an alarming rate with their runaway spending binges. Judging by the author's picture, he was too young in 1978 to have a clue about the property tax situation. You had to live through it.
