Re "Rubio grabs a hot potato" (Page A1, Jan. 28): State Sen. Michael Rubio calls for reform of the California Environmental Quality Act, allegedly based on his experience seeing CEQA abuse in Kern County. But his memory is selective and his reform is a farce.
He does not acknowledge publicly that construction unions are major exploiters of CEQA. During the past five years in Kern County, unions have used CEQA to object to wind projects of Recurrent Energy and a proposed modernization of a refinery in Bakersfield.
In fact, when six construction unions hired a law firm to object to Kern County's final Environmental Impact Report for the refinery, Rubio actually defended their actions at the Oct. 21, 2008 Kern County Board of Supervisors meeting.
As long as union-backed Democrats control state government, CEQA reform will entail crushing little community groups that object to undesirable projects forced into their neighborhoods, while unions continue their racket.
