Re "Penalty could keep smokers out of health overhaul" (sacbee.com, Jan. 24): As provisions of the Affordable Care Act begin to take full effect, the public must be aware of their direct impact. There is a large population of smokers in California, and there is a potential for higher health insurance premiums for these individuals. Surely, this change will compel many smokers to make the important life-style change.
