    SB 194 -- Sen. Cathleen Galgiani, D-Stockton
    Would broaden the state's ban on talking on the phone and texting while driving for motorists under 18, prohibiting those drivers from using any "electronic wireless communications device, " even if it's hands-free. The aim of that change is to make sure drivers with provisional licenses don't use touch-screen or voice-command technologies that have been introduced in new car models. The bill passed and is on the governor's desk.

    AB 158 -- Assemblyman Marc Levine, D-San Rafael
    Would ban all single-use plastic bags in California grocery stores starting in 2015. Postponed until at least next year.

    SB 731 -- Senate President Pro Tem Darrell Steinberg
    Would overhaul the California Environmental Quality Act. The bill passed the Senate 39-0 on May 29 and has stalled in the Assembly. Steinberg says he will bring it up next year.

    SB 57 -- Sen. Ted Lieu, D-Torrance
    Would make it a felony for a parolee to remove a court-ordered GPS tracking device. The bill passed the Legislature and is on the governor's desk.
