  • California Attorney General Bill Lockyer on March 24, 2003 urged the governor and legislature spare the California Witness Protection program from any budget cuts, saying the program is essential to provide safety for witnesses at criminal trials. To dramatize this, a mother from Contra Costa County, whose daughter was severely beaten the day after testifying as a witness in a late 1990s murder case, told of the value of the witness protection program. To protect her identity, she was concealed behind a fabric barrier as she told Attorney General Lockyer of her daughter's story.
