The Buzz: California Legislature strips strip clubs of hiring tax credits

The California Legislature passed a bill this week that ensures strip clubs no longer qualify for hiring tax credits, but not before a few jokes and a long definition of those businesses.

The measure is part of restructuring the state's enterprise zone program, which Gov. Jerry Brown and others have criticized as wasteful and ineffective.

"Last time I heard the word 'strippers' used so much was during the movie 'Hangover,' " Assemblywoman Melissa Melendez, R-Lake Elsinore, tweeted Wednesday during the Assembly floor session.

In case there was confusion about what a strip club is, language in Senate Bill 90 went to some length to define a "sexually oriented business" as this:

"A nightclub, bar, restaurant, or similar commercial enterprise that provides for an audience of two or more individuals live nude entertainment or live nude performances where the nudity is a function of everyday business operations and where nudity is a planned and intentional part of the entertainment performance."

Assemblyman Jeff Gorell, R-Camarillo, said the changes to the enterprise zone program weren't Texas Gov. "Rick Perry repellent, but it's a massive first step in the right direction."

The Legislature seems to be at a stalemate over the disciplinary process for teachers, an issue arising from a molestation case. The Senate last year OK'd a bill to make it easier to fire teachers accused of gross misconduct. But unions opposed it, and it died in an Assembly committee. Wednesday, a union-backed bill that sailed through the Assembly got rejected by a Senate committee.
