A revenue-neutral carbon tax could break logjam in Congress

This month our congresswoman, Doris Matsui, joined 44 members of the House Sustainable Energy and Environment Coalition to commend President Barack Obama for his recently announced Climate Action Plan. I am proud to be a constituent of Matsui's and am grateful for her leadership in addressing climate change.

The political reality in Congress demands a climate change solution acceptable to conservatives. Luckily there is one -- a revenue-neutral carbon tax, collected at the well, mine, or port of entry with the proceeds returned to all households in the form of a yearly dividend check. It can reduce emissions and unleash the clean energy economy, while limiting the size of government.
