Re I enjoy shopping the Sacramento Farmer's Market in the State Parking Lot under the freeway at 8th and W Streets nearly every week. What I don't enjoy is navigating missing sidewalks, trash and weeds. This site is not exactly worthy of civic pride, nor appealing for such a wonderful weekly event.
The farmers market block under the freeway and situated across from Southside Park, would be a good transition to the park if there were sidewalks with nicely landscaped native plants. Encourage local artists to paint the freeway columns in a botanical themes or make sculptures. Perhaps a small corner coffeehouse/restaurant with outdoor seating would add to the atmosphere. There are plenty of market patrons, myself included, who would volunteer to pick up trash if the city cared and took the effort to make it appealing.
With all the money spent on trying to build a new stadium, there's something so simple and wonderful, yet overlooked.
