Re "Sluggish pace for new jails" (Page A1, Aug. 30): A federal court determined that California prisons are overpopulated requiring immediate action. Why not reopen National Guard camps for nonviolent offenders. Minimum security would be required because the desolate and remote camp locations would discourage walk-a-ways. And a page might be taken from Maricopa County Sheriff Joe Arpaio's playbook to discourage returns.
