Re "Bill to update electricity rates has real merit" (Editorials, Sept. 1): All electricity consumers in California, including solar users, already pay an infrastructure surcharge. My charge is $12.50 a month. Solar installations do not reduce this infrastructure income. AB 327 would allow infrastructure charge to go up by $10 for all electricity users. The utilities should admit that they are unfairly using solar as an excuse to increase their income.
