Re "Voters to have a say on public records issue" (Page A4, Sept. 11): I applaud Sen. Mark Leno's effort to update the California Public Records Act.
One of my areas of research at UC Davis is investigating collisions between vehicles and wildlife. I requested data on collisions from Caltrans several years ago because it maintains a comprehensive database on collisions and clean-up of roadkill.
At the direction of Caltrans' Biology Office, I made the request under the Public Records Act. After 3 years and 2 additional requests, I still don't have the data. I have not been provided with a formal reason for this delay, though informal communication tells me that specific staff at Caltrans don't want to share these data. Leno's pushing the CPRA is a good idea, but making it law may not be enough.
