Cyclists cross the street in Downtown Davis on Thursday, Oct. 10, 2013. As UC Davis students flock back to campus, the city of Davis has lowered its fines across the board for bike infractions. The city says it could lead to more consistent enforcement because bike cops were previously reluctant to cite college kids, knowing they faced such stiff fines.
