State leaders need to be competent in technology

Re "Humans to blame for tech tangles" (Capitol and California, Nov. 14): Jon Ortiz's column and recent reporting are telling as to why California's government agencies have such a poor reputation for efficiency, competency and the ability to put technology to work. As for the Department of Fair Employment and Housing computer fiasco, whose idea was it to decide to install an off-the-shelf system that didn't fit the needs and demands of their department? Who wasn't competent to make technological decisions? Ortiz is correct in stating that we need leadership that inspires and has competency in technology. We as Californians can only hope that day will come.
