Ask Sacto 911 crime Q&A: Was anyone cited in fatal bicycle-SUV collision in Carmichael?

Has anyone been cited in the bicycle/car accident that happened on or about Oct. 24? I heard that the bicyclist died at the scene of the accident.

Richard Aaron Leeper, 21, died shortly after 8 p.m. Oct. 24 when the bicycle he was riding collided with an oncoming sport-utility vehicle on El Camino Avenue, near Laurence Avenue, in Carmichael.

The driver of the SUV, a 38-year-old Sacramento man, remained at the scene and has been interviewed by California Highway Patrol officers.

CHP spokeswoman Officer Lizz Dutton said in an email that the report on the collision has not been completed. She noted, however, that Leeper was riding on the wrong side of the road. Initial reports also indicted that he did not have a headlight on his bicycle and was not wearing a helmet.
