Here's the challenge for Covered California in the Sacramento region: Getting roughly 280,000 local residents to sign up for health insurance so they can avoid tax penalties.

About one in seven of the region's residents lack health insurance, according to census figures released this week. They are largely concentrated in high poverty areas like south Sacramento and Oak Park; areas with a lot of young adults like midtown Sacramento and areas with a high number of Hispanic residents like Woodland.

This map shows the proportion of residents without health insurance in each census tract in the four-county area.
