Amazon drove negotiations, not the state

Re "State's Amazon war yielded jobs, millions in tax revenue" (Forum, Dec. 22): I give the state of California credit for standing its ground, but the change in Amazon's tactics was driven by the market, not the state. Negotiations with the state were about the retail market driving to next-day and same-day delivery, which requires local logistics. Amazon is leading the logistics efficiency race, and this change was about staying ahead of the retail industry. Combine this need of Amazon's with changes in the political will supporting tax-free Internet transactions, and it's a simple financial business decision. All that was left was to negotiate the best deal, given the timeframe of implementation.
