Re "Low storage brings water ration orders" (Page A1, Dec. 29): It's only been few months since California environmental scientists declared that climate change alone would cause Folsom Lake to be at "dead pool" level at least once every 10 years. I want to thank the Sacramento Bee for its front-page article confirming those findings and reporting how mandatory water rationing orders are beginning to sweep across the Sacramento region. Let's hope these water rationing orders drive the final nails in the coffin of Bay Delta Conservation Plan.
