Mental illness program’s funding questioned

Re "Recovery, with a question mark" (Forum, Dan Morain, Dec. 29): Sen. Darrell Steinberg is seeking more funds for Mentally Ill Offender Crime Reduction Grants, in spite of the fact that counties refused to fulfill their requirement to fund it with Proposition 63 monies. The Oversight Commissioners could have prevented this from happening, but according to the state auditor, Sen. Steinberg's and Gov. Jerry Brown’s Oversight Commissioners provided little oversight of counties’ implementation of such programs and, as a result, the state has little assurance that the nearly $7.4 billion in funding directed to counties has been used effectively and appropriately. Until the commissioners are replaced, there is no guarantee that new funds will reach those intended to be helped. There is no reason taxpayers should fund the same program twice and not have it implemented once. -- D.J. Jaffe, New York , NY
