Re Council backs rationing, enforcement patrols (Page A1, Jan. 15): Given the Sacramento City Councils rather drastic action of forcing residents to cut water use by 20 percent to 30 percent, will the council also be prohibiting new residential development within the city limits? Simple common sense dictates that if there isnt enough water to meet current city residents reasonable needs, then there certainly isnt enough water for additional residential development. One can only hope the council will take appropriate action to forestall additional residential development. If the council doesn't , it is, in effect, asking city residents to conserve water to promote developers profits. In the absence of the City Council's prohibition on more residential development, it is unreasonable for anyone to take the water conservation mandate seriously.
