Re State of emergency declared in drought (Page A1, Jan. 18): Drought conditions in California are not a new issue. Long-term solutions have not been adequately addressed, and the Delta tunnels proposal is another short-term, albeit expensive, solution. Look at Israel, where conservation, agricultural technology and desalinization all contribute to sustainable water supplies. The Auburn Dam and desalinization are but two possible long-term solutions to the naturally reoccurring drought and flood cycles in California. We need to drop the Delta tunnels and high-speed rail, so we can focus on serving all of California with long-term water solutions.
