    Another week, another big speech from Gov. Jerry Brown: With his budget proposal and the drought declaration out of the way, Brown turns his attention to the annual State of the State address to make the case for his 2014 agenda. The address takes place in the Assembly chambers at 9 a.m. At 8:30, Capitol Alert will launch its live blog, including Twitter feeds, reaction and streaming video of the speech. Can ya dig the wonk’s secret message?

The top of the Billboard charts; both Pitchfork’s and Rolling Stone’s album-of-the-year lists; the analysis of California legislation.

What do they have in common? They’re places rapper Kanye West has turned up.

Assembly Bill 129, by Assemblyman Roger Dickinson, D-Sacramento, would allow for the use of alternative digital currencies like Bitcoin. An official legislative analysis of Dickinson’s bill runs through other digital currencies, among them a failed version called COINYE (originally COINYE West) that was abandoned after its creators ran into legal trouble for allegedly attempting to profit from West’s name. “COINYE is now Lost in the World, but may have been nothing more than a Dark Fantasy,” the analysis adds.

Those are both tracks on West’s widely acclaimed 2010 album “My Beautiful Dark Twisted Fantasy.” The Assembly Committee on Banking and Finance consultant who wrote the analysis said he hoped to catch the attention of policy wonks.

“Sometimes I like to get creative when I’m writing analyses,” said Mark Farouk. “I’ve found it helps people remember the actual subject matter.”
