Teachers evaluated while students freeze

Re "Classrooms still cold while HVAC units idle" (Page A1, Jan. 27): Upon reading the full article, the level of incompetence in the entire Twin Rivers Unified School District became apparent. Where were the adults in all this, and who was in charge? The Peter Principle was in full force throughout the entire screw-up. And perhaps the greatest irony of all is that the district teachers are being evaluated on pupil performance when these students are being subjected to freezing temperatures that are absolutely unnecessary, had the equipment been installed when it was supposed to be. The storage fees alone would have been enough to have paid for the installation of a good many of the units. The whole thing is a disgrace of the first order. Those in charge should have gotten in the same room at the same time and talking to each other in 2008 when the new district was formed.
