Keep gang members isolated

It is smart to keep gang members and prisoners who have committed acts of violence while incarcerated in solitary confinement.

If they are creating a hostile environment and are a danger the inmates who are trying the better themselves and stay out of trouble, they should be locked away from everyone else.
