Mannequins that were made to be used for educational purposes inside an 850-foot long mine tunnel are stored inside a closet at Empire Mine State Historic Park on Thursday, February 6, 2014 in Grass Valley, Calif. California state parks has spent $3.5 million on a project to let tourists enter the mine and enjoy sights of historic mining practices dating back to the 1860s. But the project has been stalled since 2012 due to budget problems and the high costs of needed health and fire safety improvements, including air ventilation and structural improvements.
