Sacramento mayor’s $1,000 fine approved by FPPC

The Fair Political Practices Commission today formally approved a $1,000 fine against Mayor Kevin Johnson after the mayor failed to properly report that the charitable foundation formed by Wal-Mart’s Walton family paid for his travel to education conferences.

Johnson signed a grant application for funding from the Walton Family Foundation in 2012 that included a request for money to cover his travel costs, according to the FPPC. The $500,000 grant was requested – and later received – by Stand Up, an education foundation the mayor started.

The mayor later reported that the travel was funded directly by Stand Up, not the Walton Family Foundation.

Johnson agreed to pay the fine. His spokesman said the “allegation boiled down to an issue of paperwork.”

The mayor’s solicitation of funding from the Walton Family Foundation came under scrutiny last year as the City Council approved a repeal of restrictions on new big box superstores in Sacramento, including Wal-Mart. The Walton Family Foundation has no direct link with Wal-Mart, but was started and is supported financially by the superstore chain’s founding family.

Wal-Mart has said it has no immediate plans to open a new store in Sacramento.
