Re "Analyst faults Brown's prison plan" (Page A4, March 1): The California correctional system includes county jails and prisons. It is a system without a plan. The Legislative Analyst's recommendation to require an analysis of county jail needs to justify county jail grant proposals is a step in the right direction.
The analysis should obviously include prisons. Failure to do that is the reason California is involved with federal courts now. It's irrational to make any changes without a system wide plan. Almost everyone would agree that such an analysis is decades overdue.
