The Folsom City Council, also the city water board, did residents a favor by providing reservoir water to 4,000 vacant acres annexed to the city, even if it was done in closed sessions, with no copy of Measure W in the room.
You see, the actual water supply from Folsom Reservoir is limited. So if you add 100,000 more users to the vacant land south of Highway 50, you are actually making yourself the most efficient water user of the limited water supply.
The city's 19,000 acre feet of multi-year drought water allotment will serve more than twice as many people and acreage.
