There is a permanent solution to periodic droughts that is more environmentally friendly and less costly than desalination plants. Also, it will create at least 7,000 new temporary jobs and 125 permanent jobs while improving the water quality throughout the West.

Pipe the tens of thousands of overflow from Lake Bonneville on the lower Columbia to east of the Oregon Cascades to Lake Shasta with a split to the Owens Valley. The distance to Shasta Lake is only two thirds of the distance from the Delta to LA and the elevation gain is only two-thirds of that over the Tehachapis.

Benefits will accrue to Central Oregon, Northwestern Nevada and all of California. Water levels can be maintained in several large Oregon lakes, Goose Lake, Pyramid Lake, Mono Lake and Owens Lake.
