Tow truck misuse

Re "Prosecutors say small town's police preyed on farmworkers" (Page A1, March 18): This article reminded me such misuse of tow trucks exists in many communities. Many local governments use tow truck companies as de facto enforcement agencies, and businesses earn revenue from tows in their parking lots.

In spite of city regulation, if you have your car towed in downtown Sacramento, you will be faced with hundreds of dollars in fees.

Park in the wrong lot, and it's very likely your car will be towed. Trucks lie in wait or are notified by compensated tipsters, and move very quickly to tow your car to their lot. Upon your return, the car is gone and it will take a payment of as much as $450 to retrieve the car. These facilities are like prisons with bulletproof glass and security to keep angry victims at bay.
