Go to Congress for immigration reform

A story on NBC News stated a group of Hispanic Americans were going to the Vatican to visit Pope Francis to ask that he intercede with the U.S. government and ask for immigration reform in this country.

I ask the question: who advised this group to go to the head of the Catholic Church, instead of petitioning Congress, especially Republican leaders who have failed to vote on immigration reform simply because their leader has failed to call for a vote?
