What do the top earners do?

Re "Assembly hikes salaries for many employees, including highest paid" (Page A1, March 24): An interesting article. It would have been more interesting had it elaborated what the nebulous job titles, such as chief consultant, mean.

During a long-term governmental career, I became very familiar with the term grade creep, and the adding of additional duties and use of nebulous job titles used to increase employee pay. I also learned that in many cases, consultants were actually only selling themselves and not a viable product or service.

Consultants were said to take the watch off your wrist to tell you the time. Why do the Democratic and Republican caucuses have five chief consultants, and why do the California taxpayers pay for these positions rather than the Democratic and Republican parties? And if there are two to three chief consultants for each caucus, which chief is in charge and do they have worker bees?
