It's shocking but not unrealistic to think Sen. Leland Yee could have been elected California's Secretary of State. It's time to consider transferring the important but essentially ministerial functions of the Secretary of State's office to a nonpartisan, professional body capable of competent public administration free of politics and public corruption. Unfortunately the office under term limits has become a dumping ground for termed-out legislators with dubious administrative abilities. It's time for a constitutional amendment.
