The city of Oakland began in 2005 to buy emergency radios that met new uniform national design standards, responding to a nationwide, post-Sept. 11 campaign to ensure that every first responder's two-way radio could talk to the others, no matter the brand. What city officials didnt expect was the degree to which boosters of industry leader Motorola would pressure them to surrender and buy that company's proprietary equipment.
