Sacramento's traffic study of the McKinley Village project found that, with improvements required of the developer, there will be no significant traffic impacts. The study further found that the two project access points - 40th and C Streets and 28th and A Streets - both function at traffic Level of Service A in the morning and evening rush hours. The EIR defines Level of Service A as free flow conditions with no congestion, with delays during rush hour at these intersections of 10 seconds or less. Based on the facts, there is no need for a third access point to McKinley Village. Demands that the project spend more than $28 million to build an Alhambra car tunnel are simply attempts to financially cripple the project.
