Teaching over testing

Re "Teachers have won this battle" (Marcos Breton, April 13): The failed No Child Left Behind Act punishes schools for student test scores. Marcos Breton would prefer to punish individual teachers for those same scores. Attempting to improve learning by holding teachers accountable for test scores has never worked. Anywhere.

Former Sacramento Superintendent Jonathon Raymond falsely informed the federal government that he had met twice with teacher union leaders to discuss his CORE waiver. The district has since admitted that both meetings were fictitious.

The waiver requiring use of student test scores in teacher evaluations was pushed by the Parthenon Group, an international business management consultancy specializing in "disrupting" public sectors, such as public education, to create new business opportunities for its private sector clients.

Community groups such as the Sacramento Coalition to save Public Education joined the teachers in circulating petitions and hosting a public forum demanding an end to CORE so schools can value teaching over testing.
