Assembly member Matt Dababneh addresses a group of supporters during a rally and press event to advocate for Assembly Bill AB2431 the state Capitol in Sacramento on Tuesday. The Beagle Freedom Bill (AB: 2431) authored by Assembly Member Matthew Dababneh is a compassionate proposal to help rescue dogs and cats from taxpayer funded California research laboratories. Many research dogs and cats are euthanized at the end of the testing even if they are healthy. The legislation would facilitate a relationship between laboratories that use dogs and cats for research purposes and registered nonprofit animal rescue organizations so that when the animals are no longer needed they can be placed up for public adoption. Currently, there is no mechanism for California citizens to adopt one these dogs or cats.
